Centres villes Fragilisés du SRADDET (Schéma Régional d'Aménagement, de Développement Durable et d'Egalité des Territoires) éligibles au dispositif ITI (Investissement Territorial Intégré) – FEDER (Fonds Européen de Développement Régional), sur les communes de la Métropole Aix-Marseille Provence.

Le Schéma Régional d'Aménagement de Développement Durable et d'Egalité des Territoires porte la stratégie régionale pour un aménagement durable et attractif du territoire. A cette fin, il définit des objectifs et des règles à moyen et long terme (2030 et 2050) à destination des acteurs publics de la région. Il a été adopté le 26 Juin 2019. DÉCOUVRIR LE SRADDET

Les centres villes fragilisés sont intégrés dans le SRADDET selon l’intensité de trois facteurs qui impactent négativement la vitalité des centres urbains :

La dévitalisation commerciale : densité de commerces dans les centres calculée à partir des données géo localisées issues du répertoire SIRENE de l’INSEE. Une cinquantaine de commerces et de services aux particuliers ont été ciblés. Trois indicateurs : poids et diversité du commerce de centre-ville à l’échelle communale, densité de commerces et services de proximité, densité de commerces et services « rayonnants » (sport/culture, services de santé, tourisme, banque).
La fragilisation de la population : utilisation des données carroyées de l’Insee afin d’extrapoler les données aux périmètres de centres-villes retenus. Indicateur principal : part des bas revenus parmi les ménages. Indicateurs d’appoint : part des personnes âgées de plus de 75 ans, part des personnes âgées de moins de 18 ans, part des familles « nombreuses » (ménages comptant 5 personnes et plus) et proportion de ménages présents depuis 5 ans ou plus dans leur logement actuel.
La fragilisation du parc de logements : taux de vacance des logements dans le centre-ville, différence entre taux de vacance centre-ville et hors centre.

Les centres villes sont issus des zones UA des règlements des Documents d’urbanisme
